What is an Employment Pass (EP)?

An Employment Pass can be applied for by interested candidates seeking to be employed as an executive, manager or specialist in Singapore. There are categories of Employment Passes, namely P1, P2 and Q1. The Pass is meant for foreigners seeking professional, managerial or executive and specialist positions in companies in Singapore.

    P1 Pass Eligibility Criteria

Applicants for P1 Pass are required to have a monthly salary of S$8000 and above. Additionally, they must own acceptable professional and academic qualifications. P1 Pass holders may bring in their family, namely their parents, spouses and children. However, they cannot bring in their parents-in-law.

    P2 Pass Eligibility Criteria

Applicants commanding a monthly salary of S$4500 and above may apply for P2 Pass. Similar to P1 Pass, they are required to have suitable qualifications and can bring in their family, but are unable to bring in their parents-in-law.

    Q1 Pass Eligibility Criteria

Applicants must be earning at least S$3000 and have recognised qualifications may apply for Q1 Pass. Unlike P1 and P2 Pass holders, they have to earn S$4000 or more if they wish to bring in their spouse and children. Regardless of their montly salary, Q1 Pass holders are not allowed to bring in their parents and parents-in-law.

Prior to submitting any Employment Pass application online, it is recommended that the applicant take the Employment/S Pass Self-Assessment Test (SAT) to ascertain if the applicant is eligible for the EP. The test is only indicative of the applicant’s potential outcome of the Employment Pass application and not a sure-fire guarantee on the actual outcome of the application.  There are other factors that the Ministry of Manpower (MOM) takes into consideration before granting an Employment Pass.

    Applying for the Employment Pass

Only the employer or an authorised employment agent can submit the application. An online application would take about 7 working days while a manual application will take about 5 weeks. Additionally, several documents are required to be submitted along with the Employment Pass application.

    Appeal for Rejected Employment Pass

Since 2014, the eligibility for the Employment Pass has gotten stricter and hence, the number of rejected applications, unfortunately, will rise. Rejected applicants are advised to appeal if they can address the reasons in their rejection advisory. The submission of the appeal must be within 3 months of the rejection.

Only the employer or any authorised third party who submitted the application can appeal. Appeals can only be made online and will take at least 3 working weeks to process.

What is the Personalised Employment Pass (PEP)?

The Personalised Employment Pass (PEP) is an employment pass meant for high-earning Employment Pass holders. A distinct difference from the Employment Pass (EP) is that the Personalised Employment Pass (PEP) is not attached to any employer.

PEP is granted by the Ministry of Manpower (MOM) based on the applicant’s personal merits. A key purpose of the PEP is to galvanise global talents to work in Singapore.

    PEP Eligibility Criteria

    • An employment pass holder earning a fixed monthly salary of at least $12,000, or
    • An overseas foreign professional earning a fixed monthly salary of at least $18,000. The last drawn salary must be within 6 months in order to apply.

    Requirements of the PEP

Another unique feature of the Personalised Employment Pass is that the candidate may remain in Singapore for up to six months in between jobs to scout for new employment opportunities without having to re-apply for a new pass.  However, if the candidate remains unemployed after six months, the PEP will be cancelled. The minimum annual fixed salary of a PEP holder as a criterion for this application is S$144,000.

It is essential to keep the MOM posted on the candidate’s employment status. In addition, the candidate has to notify MOM of the following:

    1. When the candidate starts or leaves a job
    2. Whenever the candidate changes his or her contact details
    3. The annual salary of his job, which has to be declared on the 31st of January of every year

    Benefits of the PEP

The Personalised Employment Pass offers candidates more flexibility as compared to other passes. For instance, the PEP allows the candidate to hold any job in any sector, as long as it is a professional job. And as mentioned earlier, the candidate can stay in Singapore continuously for 6 months while being unemployed to search for a job. If you wish to bring in your family members, however, you need them to either apply for a Dependant’s Pass or a Long Term Visit Pass.
